fix: deploy via tarball+scp+ssh (single file transfer, not many files)

Previous appleboy/scp-action source '.next/*' was trying to transfer
hundreds of individual files — possibly timing out. Now tar .next into
a single tarball, SCP that, and SSH to unpack + restart.
