feat: initialize Next.js project with TypeScript, ESLint, and Tailwind CSS

- Added ESLint configuration for Next.js with custom global ignores.
- Created Next.js configuration file with basic setup.
- Initialized package.json with dependencies for Next.js, React, and TypeScript.
