fix: Phase 14 + Phase 15 — UI/UX polish + CI/CD restructure

- Centralize section config in packages/config/src/sections.ts (no hardcode in UI)
- Client-safe config entrypoint: @mcpedia/config/sections (avoids node:fs in client)
